An interesting interview with ComCom Chair John Small. Its good that the difference between NZ's competition laws and those of many other jurisdictions is highlighted: "Unlike the United States, it is not illegal to be a monopoly in New Zealand, nor to charge high prices. However, it is illegal to exert anti-competitiveness such as doing something to deny a new player access, or collude with competitors." That, and the extreme accessibility of Kiwi politicians to the heads of very large businesses, probably explain why our economy is being crippled by an extraordinarily large number of essential services experiencing market failure - think banking, retail grocery, fuel and building supplies. "[T]he rise of informal traders." When I speak of informal sector traders & workers to western investors and individuals in the global north, they oftentimes picture someone selling tomatoes on the side of the street barely making USD10 a day. When in fact (in this case) informal sector traders are individuals who own & run a series of cash generating retail stores across the country selling bulk products at competitive prices to smaller players in the market for resale. These stores generate hundreds of thousands of dollars in cash per annum. The folks who operate these type of enterprises are usually college educated, capable, calculating individuals with their fingers on the pulse of the regional economy. "According to Crowe, there is “competition from the informal sector which is not subject to similar regulatory compliance. The informal sector traders generally do not comply with the payment of tax in comparison with established businesses..." The decision to be informal is very deliberate & tactical. "Formalize when you absolutely have to!" is the mantra of the day for many entrepreneurs on the continent. There is simply no incentive, formalization attracts more scrutiny, higher tax implications, introduces bottlenecks and inefficiencies to an otherwise seamless and smooth informal process.
