ROME (CNN) -- Kosovo Albanian leader Ibrahim Rugova arrived in Rome with his family on Wednesday from Yugoslavia, officials said.

It had been believed that Rugova was virtually under house arrest in Yugoslavia since NATO air strikes began in March. The only times he had been seen were in a few appearances with Yugoslav President Slobodan Milosevic on Serbian TV, which many Western observers believed were either staged or dated.

A statement from Italian officials said Rugova, chosen "president" of Kosovo by an underground vote of Kosovar Albanians, is a guest of the Italian government. He arrived on a special flight from Yugoslavia and was greeted by Italian Cabinet undersecretary Marco Minniti, the prime minister´s office said.

Rugova is considered the father of Democratic League of Kosovo, although his non-violent approach to Kosovar independence was overshadowed by the aggressive stance of the Kosovo Liberation Army.

Rome Bureau Chief Gayle Young contributed to this report.
